Gregg, That was what the petition requested ... but if you read nearer the bottom, the request was denied. Now, I do understand that some of the states have legislation or are considering legislation that will apply the same principles as PRB-1 to CC&Rs and HOA rules - encourage your state legislators, now is a good time given the good press that ham radio has gotten in the aftermath of this last hurricane season.
