It would seem to me that if a TV antenna on a mast with guy wires is permitted, then a multiband vertical with no guy wires would be viewed as an improvement and would be even more permitted. Of course that assumes these CCR's have some rational thought behind them - which is a stretch!
When I lived in CA and had CCRs to deal with I put a 4BTV in the back yard. I camo'ed it by painting it flat gray to match the sky. Worked pretty well visually but the paint I used was conductive and I sprayed right over the traps thus shorting them all out. A bit of masking tape would have fixed the issue. Or, put a short vertical in the back yard (15' tall maybe) with an auto tuner at the base. Who cares that the guy wires are actually the legs of one or more dipoles with the coax feeder(s) following the mast down?
