The only “oracle" required is, for example, the UPS website (or whatever 
shipper you choose) —

<https://www.ups.com/media/en/value-added_pricing_daily.pdf>.  

90 cents per $100 in excess of the initial $100 is the standard rate for 
“declared value” on UPS.  YMMV.
