I disagree. Audio below about 400 Hz makes VERY little contribution to speech intelligibility. The 1 kHz, 2 kHz, and 4 kHz octave bands are where the action is. Sound below 400 Hz provides "body" to the voice and "thickens" it. It can more pleasing to listen to, but it also burns transmitter power. So if the goal is communications, power is better devoted to those higher bands.
