Not zero --- one of the few things that the FCC field enforcement is still doing involves responding to complaints of leaky cable systems because of the possibility of signal leaking in the Aviation and Public Safety bands. They won't do anything unless the affected party makes a complaint, though. 1-888-CALL FCC (1-888-225-5322).
