Eric, I'm skeptical. Did you receive anything in writing or see a letter from Comcast stating this? It sounds more like the Comcast tech taking it on himself to say you are being banned. I would call their customer service and check the status of your account, get something in writing if it's true, then contact your state authority that regulates telecoms, and file a complaint. I've never heard of anyone being banned as a customer by Comcast.

Ask them for a list of the dates, times, and durations of some of the area wide outages and compare that information against your log book to see if there is any correlation. It is very likely there are other hams in your area. It could be someone else causing the problem who may not be an Xfinity customer. If any ham radio, or other radio transmissions, are causing their systems problems it shows they haven't properly protected their equipment from stray RF and/or they have a problem with an installation somewhere. -- Cheers!
