If my memory is still working [chancy at best], "Madman Muntz" pioneered the 21 MHz TV IF.  Ranks right in there with the FCC's decision to 86 Channel 1, move the hams from 5 and 2 1/2 meters to 6 and 2 meters and locate TV Ch 2 at 5 meters, putting the 2nd harmonic of 10 [and the 4th harmonic of 20] in the middle of it. Having Ch 2 right next to 6m didn't help that band much either.

You're fortunate the neighbor gave up

OK, gotta tell my favorite TVI tale: When I was a kid, my dad got a TVI complaint from our next door neighbor in Maryland:

K3QDC: Are you sure it's me?
Neighbor: Yes, you said <X> and...
K3QDC: Yes, that was me!
Neighbor: ... and then he said <Y>.
K3QDC: Oh, I see. Ma'am, the fellow who said that is in Texas. Your TV appears to be an excellent shortwave receiver.

This was on 15M AM and the TV in question had a 21 Mc. I.F., ubiquitous in those days. The neighbor gave up.
