There is a feedback loop on output power, and I would expect drive to be
adjusted for that.  It seems like the KXPA100 is perceiving that output
power is higher than it is.  Either that or your power meter is off the
other way.

What happens if you command the output power to 20W, 50W, 75W when using
the KXPA100?
