“Subject to Commissions review and approval” is not authority to do more than 
warn.  It has no legal value, except a higher priority complainer.

And has still yet to be reviewed by a court for legality.  In the meantime, it 
means nothing more than a warning.  No fines, no removal of license; no penalty.

That being said, if I need to operate below say 7125, is head north about 30 
miles to an entirely different set of laws; simply add ve7/ to the call.  😉
