The ONLY thing the ARRL can do, inform the FCC of their findings. Exactly like
anyone else. ARRL is given preferential treatment, but no special permissions.

*HA HA . * so back when I lived in IL, the noise from Commonwealth
Edison ComEd .power Poles ... with needed repairs identified BY ComEd,
they said it was fixed , but nobody ever went out.... So due to the
delays ,,, ARRL sent their best stuff, NADA ZIP... followed by a good
strong letter from The FCC...NADA ZIP... a key employee in the corp
office told me they listen to NOBODY ..FCC ETC....NOBODY BUT Illinois
Commerce Commission ICC. ( as they control any rate increases,,,( follow
the money) .... I called the ICC, the next day I had three BIG trucks
w/crews at my front door.
The FCC has only one thing in mind,,,, selling OUR BANDWIDTH to the
highest bidder.
Our EAST Coast guy at the FCC, is good and indeed diligent , but he is
one person .... he fries them as he catches them ....
bill out on a rf quiet hill.....
