There is one pretty big exception to this. When an emergency has been declared, and frequencies designated, we should stay clear of them unless we are part of the help effort. This, of course, is the case at present. Both the CQWW manager and ARRL put out announcements begging contesters to keep clear of those frequencies.
The pleas were pretty well ignored by most contesters. I skipped an OA station sitting on 7198 KHz making lots of QSOs. Luckily there was no emergency comm needed on that frequency at that time. I just really hope that the 6Y and CO/KG4 folks manage to come through Melissa relatively unscathed, but as big and powerful as that thing is, I fear that will not be the case. Here in Southwest Louisiana we know about big storms.
