It can be. All you have to do is install the 17m crystal in place of the 20m crystal and align the 15m band first, followed by 17m. Elecraft doesn't mention this possibility, perhaps because it is hard to imagine someone sacrificing 20m for 17m. (I wouldn't, and 15m very easily wins over 17m for my choice.)
