I suspect what they mean is 3-5 days to get it into the hands of the overseas mail system. Beyond that point they have no control over delays in foreign customs or deliveries. We send letters and printed material overseas as Global Priority Mail (7-9 days) and it always gets there on time with no customs formalities required.
