Yes, I could hear both. The HAARP signal is timed to put the echo arriving 2.5 seconds later from the moon directly between transmissions as you can see no their web site. The signal is a two-second "blast" (here) from the transmitter, followed 1/2 second after it stops by the return. Then, 1/2 second after the return finishes, the transmitter sends another 2 second signal.
