The K3 is not. I agree with you that on past form it would be surprising if Elecraft did not publish details of the modifications so that users who wished and were able to perform them could bring their radios up to the latest spec. However, many K3 owners will not have the skills to perform these mods. I don't think that's FUD, just fact.
