I still have the problem, but I have eliminated many of the variables. I tested by transmitting to a dummy load. I am measuring full power out on 20 meters and above, but only about 20 watts out (18 as measured on my wattmeter) on 30 meters and below. There is more to this than just RTTY. I get similar results on AM and SSB, once again transmitting into a dummy load. Only CW remains unaffected by the problem. I also installed the latest firmware (2.16) but that had no effect on the problem. It is beginning to sound to me like a maintenance/warranty issue and I will contact Elecraft directly.
