Kieth,

Are you certain you tuned the receive to a real signal of known 
frequency on 17 meters?  If you tuned it simply by "band noise", it may 
not actually be tuned for 17 meters.

The Pre-Mixer must be tuned correctly first - you will find the proper 
position of the trimmer capacitors not far from the initial setting 
indicated in the manual, if the adjustment settings are more than 20 
degrees different than the "perpendicular to the flat end", it is likely 
wrong and you are about 6 MHz off where things should be.

Use a signal of known frequency that is strong enough to be heard in the 
K1 - another transmitter operating into a dummy load with an 'antenna' 
wire connected to the K1 BNC center conductor and placed near the dummy 
load should provide enough injection.

Be certain of the tuning for 17 meters before attempting 20 meters - 
doing it in the reverse order is a sure recipe for frustration.
