The one seat dictatorship possibility is ignored.

The Voters/Seats ratio will almost never be a whole (integer) number with a 
larger number of voters and a relatively smaller number of seats.

Hare, Droop and many other election methods have failed to start at a low 
level of voters and seats and thus create problems.

Simple proxy voting (PV) lets every voter to have a fair chance to be 
represented in a legislative body at ALL levels of voters and seats.
