30 Nov 1999 To get some more accountability in MMP systems -- Ballot access for candidates only by voter nominating petitions. (i.e. NO party lists) A candidate could run in 1 or more districts (i.e. possibly at large) Voters use Number Votes (1, 2, etc.) for all candidates. (i.e. each voter would choose whether he/she likes 1 district, multi-district or at large candidates). Use the same quota for all seats. Have larger districts (at least 3 quotas of voters)--- (i.e. some districts may elect more members than other districts depending on voter turnout). Note- the fact that an at large winner could be defeated in a district is somewhat irrelevant since the p.r. idea is to represent the voters wherever they are. Having districts is a way to have a smaller ballot and some local winners. [Proxy p.r. in multi-member districts removes the need for the preceding mild at large complexity.] Other reforms-- 1 year terms for legislative bodies Voter petitions for recall elections for entire legislative bodies. Some U.S. States have requirements of at least 25 percent of the prior election's votes for such petitions so that recall elections are very rare (but exist as a political safety valve). Also have voter petitions for constitutional amendments, laws and referendums on legislative body laws.
