RE: Accountability of Lawmakers

There might be a two level system for lawmaking-

1. Direct Democracy by the voters who have the time and energy to vote by the
internet on bills.

2. A proxy proportional representation system for the voters who trust
somebody else to represent them in a legislative body to vote on bills.
