Sounds like a method designed for honest politicians.

In addition to the objections mentioned by Mr. Eppley, JITW would still
ignore the voters' true preference intensities, in the same way as
whatever underlying ranked method is used.  Instead, it replaces the
voters' intensities with the candidates' preference levels.
