This stuff keeps getting more and more circular. If there are 3 or more choices (or even 1 or 2 listed choices), then there may NOT be any majority tolerable winner. I have written many times-- If there is no such majority tolerable choice for a single executive or judicial office, then the legislative body can fill the vacancy. Any such majority tolerable choice(s) can be found by a simple YES or NO vote on each choice (as is simply done on ordinary ballot issues).
