Electric's default DRC rule set does not have Silicide-Block rules. As an 
experiment, in order to check MOSIS rule:

20.3        Minimum spacing, SB to contact  (no contacts allowed inside SB) 
                2 

I added the following line to the Electric DRC rule deck:

<LayersRule ruleName="20.3 Mosis" layerNames="{Silicide-Block,Poly-Cut}" 
type="SPACING" when="ALL" value="2.0"/>

Now of I run DRC I get the following flag:


   - [2] Spacing: node Metal-1-Polysilicon-1-Con['contact@0'], layer 
   'Poly-Cut' OVERLAPS (BY 2.5) node Silicide-Block-Node['plnode@0'], layer 
   'Silicide-Block' [rule '20.3 Mosis']


To add the rule to Electric's DRC deck, I first did Tools->DRC->Export DRC 
Deck

In the resultant XML file add the  <layerRule line from above and then do 
Tools->DRC->Import DRC Deck and then run DRC.

Regarding your issue about converting TSMC rules to Electric, that might be 
a challenge. Your TSMC rule deck might be in Assura or Calibre and I don't 
believe there is an easy way to translate this to the XML format that 
Electric uses, unless there is a translator available.
