a LEF file could not be used with Electric [

how all technology information most likely had to be entered manually into 
the wizard [ https://www.staticfreesoft.com/jmanual/mchap08-11.html ].

The tsmc180 plugin is unattainable. The technology information should be 
attainable but are confidential and not available to the general public due 
to NDA:
