These environment variables are used to change pigment's behaviour, pigment being the library used by Elisa for its rendering. They effectively prevent elisa from trying to synchronising with vblank, since this is broken on this driver. The FPS one prevent Elisa from rendering as fast as it can, telling it not to render more frames than what can be displayed by the screen (I assume your screen has a 60Hz refresh rate)
