There's no reason not to other than the fact that the code currently
doesn't do it.

There is currently no disk space shortage: elpa.gnu.org's disk is about
50% full (there was a shortage recently, but that's been fixed). Also,
as a first approximation the space available is limited by the space we
need rather than by physical limits. We simply try to use the
resources efficiently.
Note also that the physical resources are provided via the GNU project,
financed by the FSF (AFAIK), so if you want to make a donation, I'm sure
it would be welcome but please make it to the FSF (no idea if there's
a way to label it as "for GNU infrastructure").
