The problem is to classify buffers as trusted or as not trusted. I am

Currently there is no conventions concerning special file attributes for
downloaded files on Linux similar to
<https://en.wikipedia.org/wiki/Mark_of_the_Web>
There was a discussion of marking specific paths as safe on this list as
well.
Actually I consider `org-babel-load-languages' as a kind of useful
kill-switch to avoid accidental evaluation of code.
