Autloading babel languages is orthogonal to safety.

This is not the purpose of that variable. It will also do nothing with
babel libraries that do provide autoload cookies.
So, it should not be a blocker to implementing automatic babel library loading.

You are essentially asking for an equivalent of "space heating cpu" "feature".
