This is more of a ‘hyperref’ question, but the setting you want is
‘linkcolor’ (for internal links):
\hypersetup{colorlinks=true, urlcolor=blue, linkcolor=blue}
or simply ‘allcolors’
\hypersetup{colorlinks=true, allcolors=blue}
