On most applications, scroll bars appear only when there is text to
        scroll - that is, they appear only when needed. Emacs should behave
        normally in this regard.

    This would be very hard to implement; and the changes in window width
    could be quite annoying to Lisp programs.

Actually, Eli pointed out that the scroll bar doesn't disappear (so the
width is not changed); only the "thumb" disappears.

Anyway, it's a minor suggestion - not worth worrying about if difficult to
implement.
