Yes, I had the same problem and my solotion on a Lombard (384/6) running 
X 10.1.3 (at that time) was to rename the folder containing Emailer from 
"Claris Emailer" to "Claris Emailer Folder" (all sans quotes).

Sounds silly, but it worked for me. I was getting the same error messages 
as you before discovering this when I reinstalled CE on a Firewire drive, 
thinking my version on my internal hard disk was corrupt. When I noticed 
the fresh install of CE on the extral drive was named differently (and 
worked when I launched it under X), I renamed the folder on my internal 
and it worked as well.
