Personally, I like the bouncing icons. I really do not like the flashing 
icon in the application menu in OS 9.2 and less. But, the bouncing icons 
are quite helpful, especially when I have sound turned off. Applications 
such as AOL give you information on why it is bouncing (new email, new 
Instant Message) and once I go to the application the bouncing stops.

Also, I don't remember where I read it, but you can turn the bouncing off.
