IT people in schools are quite capable of "getting OS X running" and many are interested enough to try each new version. But schools have many Macs and lots of software; most of our Macs cannot run OS X; much of the software will not run in Classic; and it's just not worth the hassle to support a mixed environment. There are no compelling K-6 education apps for OS X. So every new Mac is set to boot in 9, and if we need the space the X folders are trashed. If Apple refuses to sell OS 9 capable Macs to education after the first of the year, they may lose many more school systems to the dark side. I think it will be another year or more before OS X is a good choice for education.
