Someone else was having a similar problem a little while ago, maybe they 
will pipe up with their solution.

It sounds to me like a permissions problem now.

I would repeat the deletion of the Temp Incoming folder. Make sure that 
the folder the Temp Incoming folder is located in (your Emailer Files 
folder) is NOT open when you restart Emailer. You do NOT want to be able 
to see the Temp Incoming folder when it is created.
