Hmmm. I was about to give a different answer. I would have gone to the internet control panel, clicked on the web tab, and then selected Netscape on the "default browser" pull-down at the bottom of the screen. Are we talking different OS? I'm using 9.2.2, but it seems like its been the same for the last few OS upgrades.
