Yeah, this does get confusing... 
Actually, the Internet Control Panel and Internet Config both appear to 
work with the same database.  If you have Internet Config on your 
computer, and make a change there, you will discover that the information 
has also changed in the Internet Control Panel.  I'm not dead sure of the 
mechanics, but my take is that they are both interfaces for the same data 
file.
