What you are doing wrong is, expecting that Emailer can do everything you
ever wanted. Hey, even Emailer has its missed features. And automatically
running mail actions against outbound mail is one of those missed
features.

You can't do it, that's why it doesn't work.

You CAN however force Emailer to process the mail via mail actions
manually. There is a script called Run Mail Actions On Messages. You
select the messages you want to run the actions on, then select that
script, and Emailer will pass each selected message thru the mail actions.

So to do what you want, send your mail, then from time to time, select
your sent mail, and run that script.

Or if all you care about is filing messages sent to lists, wait until
your message echo's back from the list, and file that copy, and don't
worry at all about the sent copy.
