As I recall from earlier post here (including from some of the Claris Emailer team programmers), Mail Actions don't work on outgoing messages - that was a feature they were thinking of for a later version (before Claris/Apple pulled the plug). Sorry to be the bearer of the tidings. There have been lots of times I wish I could use Mail Actions. Myself, I just manually select the folder I want it to be in, and put it in that folder prior to sending. Emailer *will* send all outgoing messages, even those in folders/subfolders, if that's any comfort.
