I have had good success by first logging in as the new user, then copying 
all parts of the Claris Emailer program & files to my home folder. Since 
eMailer saves the mail in a subfolder of it's application, it makes sense 
to me to treat the whole thing like a document. Each person gets their 
own Claris Emailer program & files.

If that doesn't work out well yet, then run Disk Utility to "Repair 
permissions" and also select the Emailer application folder and "Get 
Info" and check the permissions, (as you did before) making sure that the 
current user has read/write access to them. 

I never yet had to change the permissions of any folders I dragged into 
the OS 9 System folder.
