Because the entire Norton suite is notoriously buggy. NAV can slow your 
machine to a crawl as well as cause all sorts of freezes and crashes. 
Disk Doctor has been known to totally destroy a hard drive during repair 
operations. And don't get me started on Norton Crash Maker (er, Crash 
Fixer or whatever they called it).

Norton software that is out of date can be very simply a dangerous thing 
to have running full time on your computer.

If you don't need it, don't run it. (And that rule applies to any kind of 
extension, not just Norton products... if you don't need the services 
they provide, don't run them. They are just slowing down your machine and 
providing possible conflicts).
