Have you actually seen anywhere that Apple has said this?

All I can find is that OS X for Intel will not support Classic. Actually,
they don't even say that, what they say is Rosetta can't handle OS 8/9
software, which you can then infer means Classic will not be supported
(after all if Rosetta can't translate the software, what's the point of
including the running environment). And then Phil Schiller has been
quoted as saying Classic isn't a priorty for Intel Macs because their
research shows new buyers pretty much don't use it anyway.

No where have I seen that 10.4 is going to be the last version to include
Classic. Classic has been largely unchanged since 10.2 anyway. There is
really no reason they can't include it in 10.5 for all the PPC Mac owners
that will buy 10.5 (and believe me, Apple will be sure 10.5 runs on PPCs.
After all, they will have a whole series of PPC machines that are less
then a year old, do you really think they will tell all those owners
"sorry, but we don't want your $130 for an OS upgrade). 10.5 is sure to
run on PPCs, and very likely 10.6 as well (the average life of a computer
is 3-5 years, in 2009, when 10.6 is released, the last PPCs will just
been edging into 3 years old... 10.4 which limits which Macs it can run
on, runs on anything with a built in firewire port... that means Apple is
supporting machines at least 6 years old).

10.7 would be my guess for the first OS version to not support PPC Macs
(and even it might). Since Classic likely takes little to no effort to
continue to provide for PPC Macs, I see no reason for Apple to remove it
prior to dropping support for PPC based Macs, which may in fact be AFTER
10.7 (after 2011... it could be 10.8 that drops it in 2013).

But even assuming you are correct, and that 10.4 is the last version to
include Classic, that still puts us at the end of 2007 before we can't
buy a NEW machine or OS that supports Emailer. Factor in our groups habit
of extending life well beyond the average, and we are still looking at
something around 2017 (10 years after the last new one could be
purchased), before Emailer is really forced into death. And my guess is,
it will die on its own LONG before then. Heck, I'll be surprised if our
group is even half the size it is today by the end of 2007.
