Actually, this is more due to user error and ignorance.
99% of what people want to do with a PDF can be done using the
version 3 format. When they setup their PDF for creation, it asks
what version do you want to make as the baseline compatibility.
People should select the lowest version number possible (version 3,
Adobe long ago dropped v1 and v2 from the choices as there were some
significant changes made in v3).
If they would do that, then they would find their PDFs open
everywhere without issue.
There are of course some items that need later versions, but if you
are doing any of the more advanced complex PDF stuff, then you would
have a reason to go with a higher version, and also a need for the
recipient to have the latest version of Acrobat reader.
But to simply print to PDF and secure the document from editing and/
or printing... version 3 is all that is needed, and people should
stick to that version when they set their compatibility defaults.
And in Doug's case, if the people are asking for Claris Works,
chances are they are on older machines where Acrobat Reader may not
exist in higher versions. So he would want to stick to v3 as well if
possible. Acrobat Reader that can handle v3 PDFs has versions for old
OSes, so it isn't likely to run into someone that can't use a v3 PDF
(and if they have an OS so old as to not support Acrobat v3, then it
would be time to tell them to upgrade, machines that support v3 can
be had for free as everyone else is throwing them away so there would
be no reason NOT to upgrade!)
