Grab the folder, drag it to where you want it. That easy.
This is not the behavior in my Mail v2.1.1.
Folders at the same level are arranged by alphabetical order that
can't be changed.
A nested folder can me moved out of an enclosing folder but it will
then be placed in alphabetical order in the level it is placed.
