First thing, throw out Internet Explorer, then it can't try to open it.
I believe you need to deal with a combination of the Internet control
panel and File Exchange control panel in OS 9.

You can set your signature prefs for the account in the account's
settings window. Also in Setup -> Signatures is where you create the
actual signatures that you want to be able to include.
