To the best of my knowledge, all file encoding and decoding is
handled internally by Emailer.
I know you said you have tried a fresh install, but when you did that
fresh install, did you try it totally virgin? That is, you moved
NOTHING from your current install to the fresh one. Instead you just
setup one of your accounts new and the problem still happened?
Also, does this happen with all your accounts, or only with a
specific mail provider?
