Analog Devices makes the AD2S1200, a complete, single-chip 
resolver to digital converter.  It costs ~ $20 in single 
quantity.  it has the reference oscillator, sense amps and all 
the deciphering circuits.  It can produce a binary digital 
position value or quadrature outputs to simulate an encoder.
The only thing you need to add is a simple output driver.
It produces 1024 quadraure counts/cycle of the resolver.
