Using POSTGUI_HALFILE shouldn't be necessary. halui connects to nml, but it is loaded before the halcmd config files when loaded by [HAL]HALUI and can be connected to in regular (not POSTGUI) hal files.
Perhaps you could look at halui's startup code (src/emc/usr_intf/halui.cc) and see how it differs from the code you've written.
