Unfortunately most cases I have seen, where lots of small moves are
used, are not straight lines, but arcs. If "naive CAM detector" was
able to approximate such small lines to an arc within given tolerance,
then it really would make sense and, probably, solve the whole issue.

Well, that is what I tried to say - how to tell CAM app to do
something like this, because I do not think that there is any capable
of it at the moment.
