It isn't "carousel" slots that are the limit. It is the number of
spaces in the tool table array in the code.
Each "slot" is an index into that array, and it has 56 slots. I think
this is a mistake, and needs to be changed, as it makes gang-tooling
more difficult that it needs to be.
