The manual is tracked in git, which means everyone has access.  git is 
explicitly designed to make it easy for anyone to get a full copy of the 
source, to make changes to their copy of the source, and submit those 
changes to a committer for inclusion into the main copy.

So that, at least, shouldn't stop anyone.

Other issues, energy/time/interest/etc, are bigger blockers.
